Bantuan Langsung Tunai (BLT) yaitu suatu program bantuan pemerintah yang berjenis pemberian berupa uang tunai atau beragam bantuan lain untuk masyarakat kurang mampu (kurang mampu). Bantuan untuk masyarakat kurang mampu ini sering terjadi salah sasaran dalam pemberianya. Pada tahap seleksi diperlukan suatu program sistem pengambilan keputusan yang bisa membantu dalam menentukan masyarakat yang menerima bantuan kurang mampu secara tepat, cepat dan akurat. Pada penyeleksian keluarga kurang mampu pada Desa Tanjung Bulan masih dilakukan secara manual dan adanya kriteria yang haru dipenuhi serta banyaknya keluarga yang harus diseleksi menjadi salah satu hal yang menyulitkan dalam melakukan pemilihan calon penerima dana bantuan masyarakat kurang mampu. Maka dari itu diperlukan suatu sistem pendukung keputusan yang dapat menjadi keputusan alternatif pendukung dalam menentukan masyarakat kurang mampu yang berhak mendapatkan bantuan dengan menggunakan metode TOPSIS sehingga bisa membantu pihak terkait untuk mendata dan menentukan secara cepat dan efesien.
