MODEL PENINGKATAN PRODUKSI DAN DAYA SAING KEDELAI BERKELANJUTAN
Abstrak
Peningkatan daya saing kedelai merupakan hal penting dan prioritas dari pemerintah dalam rangka menekan derasnya impor kedelai sehingga terwujud ketahanan pangan dan kestaabilan sosial politik. Tanpa kebijakan yang memadai, program dan langkah operasional yang handal tujuan tersebut sulit dicapai. Kompleksitas permasalahan produksi kedelai berkaitan dengan peran dan fungsi pemerintah dalam membuat kebijakan, pelaku usaha termasuk petani yang memproduksi kedelai serta akademisi menyediakan inovasi. Pengkajian bertujuan untuk memberikan gambaran permasalahan perkedelaian nasional dan alternatif solusi dalam bentuk model peningkatan produksi dan daya saing kedelai lokal. Pendekatan yang digunakan untuk menjawab tujuan dengan pendekatan soft system methodology (SSM). Pengumpulan data dan informasi terkait sistem produksi diperoleh melalui study literatur dan diskusi mendalam dengan beberapa pakar kedelai dan pelaku usaha kedelai. Hasil kajian menunjukan bahwa Melalui pendekatan soft system methodology (SSM), dapat dibangun model konseptual yang menggambarkan hubungan aktivitas antar komponen yang berkait dalam meningkatkan produksi dan daya saing kedelai. Model dibangun dengan tujuan untuk meningkatkan produktivitas dan daya saing kedelai nasional sehingga dapat memenuhi kebutuhan industri olahan berbahan kedelai serta dapat menekan impor kedelai. Keterkaitan peran dan sinergisme aktor (pelaku) terdiri pemerintah (kementrian terkait, pemda), dunia usaha (pelaku agribisnis kedelai termasuk petani) dan kalangan akademisi (pemulia, peneliti) sangat menentukan keberhasilan tujuan. Sebagai aktor kunci adalah Kementrian Pertanian yang berperan dalam merancang kebijakan dan program sehingga dapat di topang oleh kementrian Perdagangan, Kementrian Riset Teknologi Dikti, Bulog, Pemda, Pelaku usaha dan Petani.
