Model ITPOSMO untuk Evaluasi E-Government: Tinjauan Studi Kasus

Era revolusi industri 4.0 berkembang dengan pesat termasuk di bidang pemerintahan (e-government). Penelitian tentang studi kasus penerapan e-government di lembaga pemerintahan salah satunya adalah evaluasi keberhasilan sistem informasi pelayanan data statistik bagi stakeholdernya. Evaluasi berdasarkan bisnis proses pada aplikasi yang dikembangkan untuk memberikan manfaat yang efektif kepada pengguna sesuai dengan yang direncanakan, dengan mengevaluasi kesenjangan antara rencana pengembangan dan implementasi layanan pada aplikasi. Evaluasi tersebut berupa analisis keberhasilan atau kegagalan implementasi layanan tersebut. Jika gagal, Organisasi dapat menemukan strategi rekomendasi apa yang dapat diambil untuk menutup kesenjangan tersebut. Dalam studi ini, penulis melakukan evaluasi sistem informasi statistik dengan menggunakan model ITPOSMO untuk mengidentifikasi kesenjangan desain-realitas dan mengevaluasi keberhasilan atau kegagalan. Evaluasi ini dilakukan dengan mewawancarai tim pengembangan dan pimpinan struktur terkait. Hasil studi ini menemukan bahwa proyek sistem informasi kemungkinan hanya berhasil sebagian dan mungkin akan terus demikian kecuali beberapa tindakan diambil untuk memperbaiki kesenjangan desain-realitas yang ada. Selain itu, pada studi ini merekomendasikan beberapa perbaikan yang dibutuhkan untuk menutup kesenjangan dengan pendekatan Critical Success Factors (CSFs) agar sistem informasi dapat sukses dirasakan manfaatnya.Downloads
