Penelitian studi kasus di Kecamatan Balikpapan Selatan, terdapat permasalahan masyarakat yang ingin mengajukan Izin Usaha Mikro dan Kecil, masyarakat harus datang ke desa kemudian mengisi beberapa formulir dan melengkapi dokumen yang dipersyaratkan kemudian mengajukan berkas dapat diberikan kepada petugas di desa untuk diperiksa lebih lanjut dan untuk legalisasi dilakukan di kecamatan. Dalam mengelolanya akan banyak membuang waktu dan tenaga karena jika orang lupa mengisi form data dan lupa membawa dokumen yang dibutuhkan maka masyarakat harus pulang untuk melengkapi datanya dan kembali lagi ke kelurahan untuk memberikan file. Pada akhirnya terdapat pemecahan masalah tersebut dengan membuat sistem informasi Izin Usaha Mikro dan Kecil yang dapat membantu, mempermudah, dan meningkatkan efisiensi waktu dalam pengisian formulir. Metodologi yang digunakan dalam pengembangan Sistem Informasi Perizinan Usaha Mikro dan Kecil adalah model Waterfall yang memiliki tahapan Communication, Planning, Modelling, Construction, dan Deployment. Hasil yang diperoleh ketika metodologi dilakukan dalam bentuk dokumen Spesifikasi Kebutuhan Perangkat Lunak (SKPL), dokumen Deskripsi Desain Perangkat Lunak (DPPL), dan aplikasi Sistem Informasi Perizinan Usaha Mikro dan Kecil berbasis website.
