ANALISIS MARK UP DAN ESTIMASI DEFINITIVE TECHNIQUE PADA PROSES TENDER PROYEK RUMAH SAKIT

Pembiayaan publik sektor kesehatan masih belum mencapai 5% dari Anggaran Pendapatan dan Belanja Negara (APBN). Kebutuhan rumah sakit di Indonesia pada tahun 2017 meningkat 11.57%. Peningkatan tersebut berbanding lurus dengan aktivitas konstruksi khususnya tender. Memenangkan tender dengan profit tinggi dengan nilai penawaran yang rendah menjadi kedala bagi kontraktor, untuk mengatasi hal tersebut penerapan Definitive Technique berbasis Java dan analisis Mark Up menjadi pilihan pada penelitian ini. Penelitian ini membahas penerapan metode Definitive Technique sebagai metode estimasi, sedangkan untuk meningkatkan winning ratio tender menggunakan analisis mark up Friedman, Gates dan Ackoff&Sasieni yang menjadi komponen penyusunan nilai penawaran tender berbasis Java. Hasil studi kasus penelitian ini diperoleh hasil nilai Mark Up yang digunakan untuk dapat berkompetisi dengan kompetitor menggunakan metode Ackoff&Sasieni sebesar -2% dengan profit harapan 12.1% dan probabilitas menang sebesar 68.3%. Hasil estimasi Definitive Technique menunjukkan proporsi biaya real cost tender proyek rumah sakit meliputi: pekerjaan arsitektur (41.43%), pekerjaan struktur (31.99%), pekerjaan mekanikal (13.28%), pekerjaan elektrikal (9.64%), pekerjaan tambah kurang (2.49%) dan pekerjaan persiapan (1.16%).
