Analisis Penerapan Manajemen Risiko Pada Kontrak Penyediaan Jasa Pengangkutan Oil Country Tubular Goods Menggunakan Metode House of Risk (HOR)

Pada kegiatan di bidang hulu industri minyak dan gas bumi, tentunya memerlukan barang atau jasa untuk mendukung kegiatan perusahaan. Dalam pelaksanaan kontrak dengan penyedia dapat memungkinkan terjadinya risiko yang dapat merugikan berbagai pihak yang terlibat. Tujuan dari penelitian ini adalah untuk mengidentifikasi kejadian risiko dan penyebab risiko pada kontrak jasa pengangkutan material Oil Country Tubular Goods dengan metode House of Risk. Pada penelitian ini, terdapat 20 kejadian risiko dan 17 penyebab risko. Berdasarkan hasil diagram pareto, diketahui tiga risk agent dengan ranking tertinggi terdapat pada kelalaian pekerja, keterlambatan memberikan respon, dan kurangnya pembinaan dan pengawasan rutin. Dari ketiga risk agent tersebut, terdapat empat rekomendasi aksi mitigasi yang diterapkan untuk mengurangi penyebab risiko dengan nilai ETD tertinggi yaitu melaksanakan kegiatan kick-off meeting dan safety meeting, memberikan pelatihan kepada personel dan subkontraktornya, melakukan pengelolaan aspek HSE untuk subkontraktor yang meliputi seleksi, monitoring, dan evaluasi, dan membuat tools sistem informasi selama pelaksanaan kontrak.
