DAMPAK POLA PERMUKIMAN LEAPFROG MASYARAKAT TERHADAP AKSESIBILITAS JALAN KAMPUNG TUA NONGSA

ABSTRAK
Kampung Tua Nongsa merupakan salah satu kawasan permukiman pesisir di wilayah Batam yang perkembangan polanya berbentuk leapfrog. Pola leapfrog yang tercipta memberikan pengaruh pada suatu kawasan, salah satunya pada aksesibilitas jalan. Aksesibilitas jalan yang terganggu memerlukan perbaikan infrastruktur yang tentunya memakan biaya penunjang. Oleh Karena itu, penelitian ini bertujuan untuk mengetahui faktor pembentuk pola leapfrog pada Kampung Tua Nongsa dan memperlihatkan ketidakefektifan pola tersebut terhadap sirkulasi jalan kepada pemerintah beserta pembaca. Metodologi yang digunakan dalam penelitian ini berupa kualitatif dengan tahapan pengumpulan data berupa data primer dan sekunder melalui observasi, wawancara, dokumentasi, serta berdasarkan sumber bacaan mendukung. Adapun teknik analisa data disusun dengan kulitatif deskriptif. Blok-blok rumah yang dihuni tiap kepala keluarga membuat kawasan ini memiliki pola pemukiman berbentuk melompat. Adanya lahan terbuka juga memberikan peluang terbentuknya perkembangan pola leapfrog. Lahan terbuka tersebut dijadikan sebagai hunian baru, tempat parkir, dan lain-lain oleh penduduk tanpa mempertimbangkan kondisi sekitar. Dengan tidak adanya perubahan yang diterapkan, dipastikan pola di kawasan ini akan melebar dan menjadi tidak beraturan. Adanya perubahan tersebut juga secara tidak langsung menyebabkan penduduk setempat beradaptasi dengan memanfaatkan tanahnya untuk berbagai kegiatan sesuai dengan kebutuhan mereka, seperti bertani dan beternak. Berdasarkan analisis aksesibilitas pola pemukiman tersebut, terdapat keterkaitan timbal balik antara pola permukiman leapfrog dengan aksesibilitas jalan di Kampung Tua Nongsa yang dapat berdampak di masa mendatang.
ABSTRACT
Kampung Tua Nongsa is one of the coastal settlement areas in the Batam region whose development pattern is in the form of a leapfrog. The leapfrog pattern that is created has an influence on an area, one of which is on road accessibility. Disturbed road accessibility requires infrastructure improvements which of course will incur supporting costs. Therefore, this study aims to determine the factors forming the leapfrog pattern in Nongsa Old Village and to show the ineffectiveness of this pattern on road circulation to the government and readers. The methodology used in this research is qualitative with data collection stages in the form of primary and secondary data through observation, interviews, documentation, and based on supporting reading sources. The data analysis technique is compiled with descriptive qualitative. The blocks of houses inhabited by each family head make this area have a hopping pattern. The existence of open land also provides opportunities for the formation of the leapfrog pattern. The open land is used as a new residence, parking lot, etc. by residents without considering the surrounding conditions. With no changes implemented, it is certain that the pattern in this area will widen and become irregular. These changes also indirectly caused the local population to adapt by utilizing their land for various activities according to their needs, such as farming and animal husbandry. Based on the analysis of the accessibility of these settlement patterns, there is a reciprocal relationship between the leapfrog settlement pattern and road accessibility in Kampung Tua Nongsa which may have an impact in the future.
